Stakeholders Unite at the TALKAM Human Rights Dialogue and Case Management Forum to Strengthen Survivor Protection Systems in Nigeria

The Devatop Centre for Africa Development recently convened the TALKAM Human Rights Dialogue and Case Management Forum, a high-level gathering aimed at strengthening human rights reporting, case management, and survivor-support systems across Nigeria. Held on 27th November 2025, the Forum brought together key government agencies, civil society organizations, frontline responders, and international development partners to advance coordinated, practical, and survivor-centered solutions to persistent human rights challenges.

The Forum served as a strategic platform for dialogue and collaboration, creating space for stakeholders to examine gaps within existing protection systems and identify actionable pathways for improvement. Participants engaged in robust conversations focused on strengthening inter-agency coordination, improving referral pathways, enhancing digital case management, promoting survivor-centered interventions, and building sustainable partnerships that advance justice and protection across the country.

Through panel discussions, expert presentations, and strategy-building sessions, the Forum underscored the critical role of effective case management in ensuring timely and holistic support for survivors of human rights violations. Discussions highlighted the need for more responsive systems that prioritize dignity, accountability, and continuity of care, particularly for survivors of human trafficking, gender-based violence, child abuse, online exploitation, and related abuses.

A major highlight of the convening was the emphasis on digital innovation as a catalyst for improving human rights response. The TALKAM Human Rights Digital Case Management System was showcased as a practical tool for strengthening reporting, case tracking, referrals, and service delivery. Participants explored how digital platforms like TALKAM can bridge coordination gaps, improve accountability, and ensure that survivors’ reports translate into meaningful action.

Contributors also challenged the misconception that survivors rarely speak up, noting that many victims report abuses but are often met with fragmented or inadequate responses. Case management, widely recognized as the backbone of effective human rights intervention, was identified as one of the most under-funded and under-supported components of protection systems. Frontline organizations shared experiences of limited resources and capacity constraints that hinder their ability to provide consistent psychosocial support, legal assistance, medical care, follow-up, and advocacy.

The growing impact of the TALKAM Human Rights App was highlighted throughout the Forum. With over 55 organizations and government agencies across Africa currently using the platform and thousands of citizens actively engaging with it, TALKAM is increasingly demonstrating the power of technology to strengthen human rights protection and accountability. Stakeholders acknowledged the platform’s role in fostering collaboration and improving coordinated responses to reported cases.

Supported through the Intercultural Innovation Hub (IIH), the German Missions in Nigeria, and Panorama Global, the Forum concluded with a shared commitment to deepen collaboration, strengthen referral networks, and invest in sustainable case management systems. Participants emphasized the importance of translating dialogue into concrete actions that will strengthen survivor protection systems nationwide.

The TALKAM Human Rights Dialogue and Case Management Forum marked an important milestone in advancing a more coordinated, survivor-centered, and responsive human rights ecosystem in Nigeria. By strengthening partnerships and leveraging digital innovation, the convening reaffirmed a collective resolve to ensure that survivors receive the timely support, dignity, and justice they deserve.
