Devatop Centre for Africa Development & National Human Rights Commission ( NHRC ) Signs MOU to Enhance Human Rights Reporting, Case Management, and Survivor Support in Nigeria

On December 1, 2025, a significant step was taken toward advancing human rights protection and survivor-centered responses in Nigeria as Devatop Centre for Africa Development signed a Memorandum of Understanding (MOU) with the National Human Rights Commission (NHRC). The agreement, signed in Abuja, marks the beginning of a strategic partnership aimed at strengthening coordinated efforts to promote human rights, protect dignity, and improve access to justice for survivors of abuse across the country.
At the heart of this collaboration is a shared commitment to supporting survivors of human rights violations, including gender-based violence, human trafficking, exploitation, and other forms of abuse. Through the MOU, both institutions have established a framework for joint action in survivor support, public awareness, advocacy, capacity building, and community engagement. The partnership emphasizes survivor-centered approaches that prioritize safety, confidentiality, and dignity, while also strengthening referral pathways and institutional responses.
A key pillar of the partnership is the adoption of the TALKAM App as a reporting and digital case management platform. Designed to provide a safe and accessible space for individuals to report abuse and seek help, the TALKAM App connects survivors to verified support organizations while simplifying the reporting process. By reducing barriers to access and ensuring confidentiality, the platform enables more survivors to come forward and receive timely assistance.
Beyond reporting, TALKAM’s digital case management system allows civil society organizations and institutions to document cases, track progress, and coordinate responses more effectively. Under the terms of the MOU, the National Human Rights Commission will serve as a case management organization on the platform, receiving and handling referred cases that fall within its mandate. This integration is expected to enhance coordination, accountability, and professionalism in the handling of reported human rights cases.
Speaking at the signing ceremony, the Executive Director of Devatop Centre for Africa Development, Mr. Joseph Osuigwe, underscored the human impact of the partnership. He noted that for many survivors, access to justice depends on how quickly and safely they can report abuse and receive support. According to him, working closely with the National Human Rights Commission and leveraging the TALKAM App strengthens a system that listens

and responds, bringing stakeholders closer to a reality where survivors are not left to navigate complex systems alone.
The Head of Legal at the National Human Rights Commission highlighted the institutional value of the collaboration. She explained that NHRC’s participation in case management and referrals through the TALKAM App will improve coordination, enhance accountability, and ensure that reported cases are treated with the seriousness and professionalism they deserve. She added that the partnership aligns with the Commission’s mandate to promote, protect, and enforce human rights across Nigeria.
The signing of this MOU represents a meaningful milestone in building stronger, more coordinated systems for human rights protection and survivor support in Nigeria. By combining institutional authority with innovative digital tools and survivor-centered approaches, Devatop and the National Human Rights Commission are setting a foundation for more responsive, inclusive, and effective human rights interventions nationwide.
